(September 2009) – Shekhar Dutt, a high-level administrative official with the Government of India, has been named to the DeSales University Board of Trustees. His appointment to the three-year term, effective September 2009, was announced by Rev. Bernard O’Connor OSFS, president of DeSales, following the approval of the board at its May 2009 meeting.
Dutt replaces Margaret G. Kender of Orefield, Pa, whose term expired in May 2009. Kender was appointed to the DeSales Board of Trustees in 2002. Prior to her appointment to the board, Kender had been a distinguished and well respected administrator at DeSales, then Allentown College of St. Francis de Sales, for many years. From 1993 to 1997, Kender served as vice president for student affairs at the college. She also served as dean of students from 1985 to 1993 and assistant dean of students from 1972 to 1985. Before that, she was dean of women from 1971 to 1972.
Dutt, who has worked with the Government of India in various capacities for nearly 40 years, served as Secretary in the Ministry of Health to the Government of India from 2003 to 2004. He began projects for finding new molecules from plant origin to be used for manufacturing medicines and drugs.
From 2001 to 2003, he was Director General of the Sports Authority of India and helped plan and conduct the first Afro Asian Games in 2003. From 1998 to 2001, he was Principal Secretary in the department of Tribal Welfare and initiated new projects for the improvement of drinking water quality and introduced the Food Security Mission.
In addition, he was Principal Secretary in the Departments of School Education, Sports & Youth Welfare from 1996 to 1998. Dutt is credited with the introduction of a program called Education Guarantee Scheme, which helped in universalizing elementary education in the state of Madhya Pradesh, India. Dutt was also Director of Command Area Development in the Ministry of Water Resources where he oversaw more than 80 major irrigation projects in India.
Earlier in his career, Dutt was an officer in the Indian Army where he won a Sena Medal (Army Medal) for gallantry in military operation during the 1971 Indo-Pakistan war. Dutt attended the University of South Wales, Swansea (United Kingdom) where he completed undergraduate work in science and physics and post-graduate work in development policy and planning.
